The scope of planning is the downtown area of Tongliao City. By the end of planning period (2030), the land area of downtown construction will reach 164 Km2, with the permanent resident population of 1.1 million.
The project planning covers all road networks within the downtown area, including the structural layout, plane/vertical/cross-section design and the intersection design of more than 270 roads.

The total land area of the port is 136,273 m2, including unloading shed, cold storage, trading market, parking lot, storage yard, comprehensive materials area, aquatic product processing area, administrative office area, catering, entertainment and living area, etc.
A new breakwater length of 570 m; 12 berths (including two new material berths and one reconstruction material berth) with the overall length of coastline reaching 655.7 m.

According to standards，15 central fishery ports (including 3 new ones) of Dalian are build and improved.
It is proposed to build terminals with length of 8.2km, a breakwater and wharf with length of 3.4km, a breakwater with length of 18.8km, a revetment with length of 11.1km，an approach bank with length of 1.7 km, to reinforce the original dam with length of 1.8 km, and to construct ancillary facilities including refrigeration plant, trading market, processing plant and law enforcement office b......

The total land area of the planned port is 31,400 m2, including unloading shed, cold storage, product trading center, parking lot, comprehensive materials area, oil tank area, aquatic products processing area, administrative office, comprehensive law enforcement building, auxiliary building for life, etc.
Two 1000-DWT terminals with a total length of 166.6 m; Four fishery docks with a total length of 193.4 m; Three material wharfs with a total length of 180.7 m; The revetment with a length of 8......

The total land area of the planned port is 94,120 m2, including unloading shed, cold storage, aquatic products trading center, parking lot, comprehensive materials area, oil tank area, aquatic products processing area, administrative office, comprehensive law enforcement building, catering and entertainment living area, etc.
Six fishery terminals with a total length of 210 m; A breakwater with a total length of 1313 m.

The total area of port is 234,000 m2.
The land area of production facilities is 89,798 m2, including unloading shed, cold storage, aquatic products trading center, parking lot, comprehensive materials area, oil tank area, aquatic products processing area, administrative office area, comprehensive law enforcement building, catering and entertainment living area, etc.

The comprehensive special pipeline planning of Tongliao City aims to achieve the rational pipeline arrangement based on the summarized analysis of all utility pipelines within the downtown area; provide design basis for the future urban construction of supporting pipelines; and effectively promote the construction of utility supporting facilities in Tongliao City.
