It is a large-scale water transport project located in waters outside the east breakwater of Dalian Changxing Island North Port Area. The project construction mainly involves the underwater bank, and the submarine elevations within main structural area of the terminal and the harbor/turning basin are -25.30~-21.60m and -24.50~-18.40m respectively. Exploration operations are greatly affected by water depths, swells and ocean currents, and the Class of geotechnical survey is classified as Class A.

The 0.3Mt crude oil terminal of disk layout is also available for the 0.1Mt oil tankers, and the berthing capacity is 18.6 Mt/a. The berthing section of this terminal (length of 436m) is 120m in width, with the bottom elevation before dock and the top elevation of -25.00m and +11.0m respectively. The terminal is connected to the breakwater by a trestle bridge (length 318m), equipped with 6 cleats, 4 dolphins and 1 working platform. All the cleats, dolphins, working platform and trestle bridge piers adopt the gravity pier structure with ice-breaking cones set on the round caisson.

The survey methods adopted include drilling exploration, standard penetration test, dynamic penetration test, vane shear test, sampling and indoor geotechnical test.

The drilling exploration adopts 2 drilling machines including one as GK-400 type and the other one as GXY-2B type, equipped with the 240-horsepower large barges (as working platform) and 50-horsepower transport ships respectively. The construction involves 68 boreholes, 537.40m of cumulative drilling footage, 86 soil/rock samples and 56 standard penetration tests.
