Design Institute of Civil Engineering & Architecture of Dalian University of Technology Co., Ltd. Assisted Hengli Petrochemical Group in Building a Safe Petrochemical Enterprise

Hengli Petrochemical Group and Design Institute of Civil Engineering & Architecture of Dalian University of Technology Co., Ltd. (the Institute) held a meeting on the theme of the “Enclosed Management and Parking Lot for Dangerous Goods Transport Vehicle Project of Hengli Plant in Dalian Changxing Island Economic Technological Zone” in the command meeting room of Hengli Petrochemical Group on July 6, 2018. Zhang Jinkun, deputy general manager of Hengli Petrochemical Group, Suo Weixin and Ren Wei from the Department of Civil Engineering, Wang Jinsuo from the Planning Bureau of Dalian Changxing Island Economic Technological Zone Management Committee, Huang Jian, president of the Institute, Chen Zhun, vice-president of the Institute, Cui Wei, assistant to the president of the Institute and Yang Si and Guo Wei, engineering technicians of the Institute, attended the meeting.

The meeting began with a brief introduction to the construction of 20,000,000-t/a Refinery-Chemical Integration Project of Hengli Petrochemical (Dalian) Refinery Co., Ltd. by Zhang Jinkun, deputy general manager of Hengli Petrochemical Group. At present, the project has entered the stage of comprehensive equipment installation and is expected to be completed in July 2018. And the project will be put into production in October 2018. The Hengli Petrochemical Group proposed to implement enclosed management of Hengli plant and build a supporting parking lot for dangerous goods transport vehicles, in order to ensure the production and safe operation of Hengli plant in the Dalian Changxing Island Economic Technological Zone.

After listening to the relevant requirements of Hengli Petrochemical Group, the Institute explained the necessity of implementing enclosed management on the petrochemical production area and relevant measures to be taken from a technology perspective. the Institute also provided reasonable suggestions for the planning and construction of the parking lot for dangerous goods transport vehicles from a professional perspective based on the Construction Standards for the Parking Lots for Dangerous Goods Transport Vehicles in Chemical Industry Parks which is in the drafting process with the Institute serving as the editor-in-chief.
