The comprehensive special pipeline planning of Tongliao City aims to achieve the rational pipeline arrangement based on the summarized analysis of all utility pipelines within the downtown area; provide design basis for the future urban construction of supporting pipelines; and effectively promote the construction of utility supporting facilities in Tongliao City.

The project aims to promote and utilize the construction mode of sponge city for the coordination between economic development and resource environment, and change the traditional thoughts of water drainage, flood control and pollution treatment for the "flexible adaptation" of a city to environmental changes and natural disasters.

The project site is located near the western campus of Dalian University of Technology, which serves as an important north-south passage in the area. The project construction has improved the traffic capacity of Hongling Road and the campus road network, thus facilitating the safety and green travelling of teachers and students through the strengthened connection between new and old campuses.

As an important part of the west extension line project, Qixianling Tunnel is double-way six-lane type, with a total length of 4.76 km for the main line. No damages to the west coastline occur due to the whole-process construction of the Qixianling Tunnel so that the protection of surrounding ecological environment is achieved.
The total investment is about RMB 1.408 billion.
